Palin Claims The VP Is ‘In Charge Of The U.S. Senate'

Well, according to the Constitution of the US, which I assume has some bearing the VP is “President of the Senate” which I would assume has a common meaning not unlike “in charge of”; certainly the President is the head honcho of the US. the fact is, of course, that its been relegated to a ceremonial role more than anything else, but read the constitution. There isn’t much there about anybody’s particular duties. so, technically speaking, the VP is the head of the Senate &, constitutionally speaking I don’t see anything there that wouldn’t allow said VP to interact with or lobby the various Senators (but not vote except in the case of a tie). the fact that the VP doesn’t traditionally do that is, apparently, a matter of custom, not the constitution.
