DUBLIN—Irish Prime Minister Enda Kenny and senior ministers detailed on Monday what they described as an “urgent” employment plan, pledging to create 100,000 posts in the next four years for an economy struggling to grow under its bailout austerity program.

It is the latest in a series of initiatives by the coalition government that swept to power almost a year ago to show that the further spending cuts and tax increases ordered by the country’s lenders—the European Union, International Monetary Fund and European Central Bank—will work out.
