Lincoln said that a new nation was going to be made. Along with the Emancipation Proclamation issued January 1, 1863, the South now knew that the war was total and that no military nor any civilian would be spared if he got in the way. Devastation of the South was to be complete. Sherman's March to the Sea was the implementation of this war policy of Lincoln.
